Implementation of E-Governance Solution for Government of KP
The Government of KP has been relying on manual paper-based processes and activities that significantly hamper productivity and cause delays in decision-making. A streamlined e-governance solution was the need of the hour.

Challenge

The Government of Khyber Pakhtunkhwa (KP) required an efficient form of governance to improve interdepartmental communication and provide technical support to subdivisions throughout the province. Most government departments were using manual, paper-based processes and operations. This was resulting in high operational costs and significant delays in decision-making.

A well-integrated workflow automation solution that complies with the Government rulebook became a necessity. The envisaged solution was expected to have a centralized information repository and automate file movement to accomplish Government of KP’s integral mission of increasing accessibility, transparency, accountability and citizen participation throughout the province.

Solution

In order to overcome the challenges associated with its existing paper based processes, the Government of KP selected LMKT’s premier e-governance and office automation solution, VO8, across its Directorate of Information Technology (DoIT).

The VO8 implementation serves as an effective solution designed to streamline government processes through automation of file movement and intelligent workflow management. The e-solution comes with a centralized documents management repository allowing for fast and secure retrieval and storage of important information. VO8’s enterprise application platform allows for integration and communication with all existing and planned IT systems at the Directorate.

LMKT’s team worked closely with DoIT to customize and deploy VO8 and ensure smooth transition from existing processes to the new and enhanced, paperless system. Technical trainings and various sessions were conducted to ensure that the Directorate’s team is well-equipped to manage the system on a day-to-day basis.

Gain in operational efficiencies

VO8’s automated workflows and processes have allowed users to conveniently store and retrieve content through a centralized repository. The online availability of documents, integration of structured and unstructured content has significantly reduced and in certain scenarios eliminated costly, laborious activities.

Project teams have been trained to create and share accurate, auditable and timely reports that are free from errors that were typically found in previous manual processes.

Increased intra-departmental collaboration

Government officials are now able to access and share information in real-time using VO8’s knowledge sharing features. This has resulted in better collaboration and enhanced inter and intra-departmental communication within the Directorate.

Improved control and decision-making

The departmental dashboard offers a snapshot of key activities and provides the necessary tools for effective control and informed decision-making. This has resulted in more quick and accurate decision making for the Government of KP.

Increased transparency and accountability

The implementation of VO8 has led to enhanced process monitoring and visibility in the administrative hierarchy. By making key information easily accessible, overall transparency and accountability has increased significantly.

Increased citizen engagement and inclusivity

Citizens are more inclined to partake in key decision-making processes resulting from increased levels of transparency and the online availability of information. Increased visibility and access to key information creates a participatory culture.

Compliance with standards

VO8 is the only e-governance solution that is in compliance with the Rules of Business 1973 and Secretariat Instructions of the Government of Pakistan.

The successful implementation of VO8 e-governance solution at the Directorate of IT resulted in its implementation across additional five Government departments. These include Science & Technology and Information Technology (ST & IT), KP Health Department, Elementary & Secondary Education Department, Administration and Establishment Departments and their sub-ordinate offices throughout KP.
